GNAT Warns of Possible Industrial Action Over GES Promotion Delays and Other Unresolved Issues

The Ghana National Association of Teachers (GNAT) has raised serious concerns over delays in promotion placement and other unresolved conditions of service affecting teachers in the Ghana Education Service (GES).

In a statement dated 7 August 2026, the National Executive of GNAT said the continued delays are creating uncertainty, financial difficulties and frustration among affected teachers. The association has therefore called on the relevant authorities to address the outstanding issues urgently.

GNAT has also warned that failure to resolve the concerns by 7 September 2026 could lead to industrial action.

GNAT Raises Concern Over Delayed Promotion Placement

One of the main issues raised by GNAT is the delay in placing teachers who have already gone through the required promotion processes.

According to the association, many affected teachers have been duly promoted but have still not been placed on their appropriate ranks and benefits. As a result, they continue to perform their duties without receiving the full recognition and financial benefits attached to their new ranks.

GNAT said the situation has created frustration among affected staff. The association also noted that the delay has caused financial difficulties for some teachers.

The concern comes after GES announced on 28 July 2026 that qualified teachers would be placed on the appropriate salary scales by 31 August 2026.

GNAT is now calling on GES to ensure that all outstanding promotion placements are processed and implemented on or before that date.

GNAT Wants Director I and Director II Ranks Decoupled

GNAT has also raised concern about the delay in decoupling the Director II and Director I ranks from District and Regional Director positions.

According to the association, the current arrangement has created an administrative bottleneck. GNAT believes this has limited career progression opportunities and contributed to stagnation within the professional structure of GES.

The association is therefore calling on GES, the Fair Wages and Salaries Commission (FWSC) and the Public Services Commission (PSC) to complete the necessary processes.

GNAT said the affected teachers should be appropriately placed without further delay.

GNAT Raises Concern Over Expired Collective Agreement

Another major issue is the renewal of the Collective Agreement governing the terms and conditions of service for GES employees.

According to GNAT, the previous Collective Agreement expired on 31 July 2026. However, negotiations for its renewal have not yet been completed.

The association said the situation has created uncertainty and must be addressed urgently. It is therefore calling on the relevant stakeholders to fast-track negotiations and renew the agreement.

GNAT believes a renewed Collective Agreement is important for protecting the interests and welfare of teachers.

September 7 Deadline to Avert Industrial Action

GNAT has now given the relevant authorities up to 7 September 2026 to act on the concerns raised.

The association said urgent action is needed to resolve the issues and avert possible industrial action.

This means the coming weeks could be important for teachers, particularly those waiting for promotion placement and those affected by the Director I and Director II career progression structure.

It also puts pressure on GES, FWSC, PSC and other stakeholders to make progress on the outstanding Collective Agreement.
