Promotion to Director II and Director I

The promotion exercise covers two senior ranks within the Ghana Education Service. These are Director II and Director I.

GES has set separate eligibility requirements for the two ranks. Applicants must also complete the prescribed assessment process before they can be considered for promotion.

Who Can Apply for Director II?

To qualify for promotion to Director II, an applicant must be a serving professional teacher of the Ghana Education Service. The person must also be on the rank of Deputy Director and must have served on that rank for at least four years.

In addition, applicants must have a satisfactory work history, proven performance and exemplary conduct. GES also requires applicants to possess the relevant academic and professional qualifications.

Master’s Degree Required for Director II Applicants

One of the major requirements for promotion to Director II is a postgraduate qualification. According to the circular, applicants must possess at least a Master’s degree.

The degree should be in Education, Management, Administration, Social Science or another relevant discipline. This means eligible Deputy Directors must satisfy both the experience and academic requirements before applying.

70% Appraisal Score Also Required

Director II applicants must also have a satisfactory Staff Performance Appraisal Report covering the previous year. For this exercise, the relevant appraisal is for 2025.

The applicant must have recorded an average PASS score of at least 70%. Therefore, applicants should ensure that their appraisal records meet this requirement before completing the online application.

Director II Applicants Must Pass Aptitude Test and Interview

Meeting the academic and experience requirements will not automatically result in promotion. Eligible applicants will still have to go through an assessment process.

According to GES, Director II applicants must pass an aptitude test conducted by the Ghana Education Service. They must also pass a selection interview conducted by the Public Services Commission in consultation with the Ghana Education Service Council.

Who Can Apply for Director I?

For promotion to Director I, an applicant must have served on the grade of Director II for at least four years. The circular also requires applicants to have a satisfactory work history, proven performance and exemplary conduct.

Director I applicants must equally have a satisfactory Staff Performance Appraisal Report for 2025. The required average PASS score is also 70%.

Director I Applicants Will Also Write Aptitude Test

Applicants seeking promotion from Director II to Director I must pass the aptitude test conducted by the Ghana Education Service. Therefore, eligible officers should prepare for the examination as part of the promotion process.

They must also pass a selection interview conducted by the Public Services Commission in consultation with the Ghana Education Service Council. This means the promotion process will involve both an aptitude test and an interview.

How to Apply for Director II and Director I Promotion

Eligible officers are required to complete the application online. GES has provided an online application form for the exercise.

Applicants can access the application portal through:

The QR code contained in the official circular can also be used to access the application form.

Documents Applicants Must Upload

Applicants are required to upload a recent passport-sized photograph during the application process. They must also provide their last promotion letter or appointment letter to their current grade, depending on which document applies to them.

GES has directed that all uploaded documents must be in PDF format, except the passport-sized photograph. Applicants should therefore prepare clear copies of the required documents before starting the application.

Application Period and Deadline

Applications for the GES Director II and Director I promotion exercise open on 19 August 2026 and close on 2 September 2026. Eligible Deputy Directors and Director II officers must therefore complete and submit their applications within this period.

Applicants are advised not to wait until the final days before applying. This will give them enough time to prepare the required documents and correct any issues before the portal closes.

Promotion Exercise Linked to New GES Scheme of Service

The circular states that the exercise is being conducted in accordance with the President’s directive on decoupling positions from ranks. It also links the exercise to the new Scheme of Service for GES.

This is an important development for senior officers because the promotion process is now being implemented within that framework. GES says eligible officers will be considered based on their qualifications, professionalism, competence, performance, experience and successful completion of the prescribed assessment process.

What Eligible Officers Should Do Now

Deputy Directors who have served for four years or more should first confirm that they meet the Director II requirements. In particular, they should check their academic qualification and ensure that their 2025 appraisal score meets the 70% requirement.

Director II officers interested in moving to Director I should also confirm that they have completed at least four years on the grade. In addition, both groups should prepare for the aptitude test and selection interview.

Final Note

GES has officially opened the promotion process for qualified officers seeking advancement to Director II and Director I. Applications run from 19 August to 2 September 2026, while applicants must meet the specified experience, performance and assessment requirements.

Eligible officers should review the requirements carefully and prepare their documents before applying. They should also take note of the aptitude test and interview requirements because successful completion of the assessment process forms part of the promotion exercise.
